State investment portfolio generated nearly $60 million in May to support Oklahoma operations

Treasurer reports stable returns as Oklahoma manages $17.6 billion in public investments.

OKLAHOMA CITY — Oklahoma’s $17.6 billion investment portfolio generated nearly $60 million in earnings during May, highlighting one of the state treasurer’s core responsibilities: investing public funds until they are needed to pay for state government operations. The portfolio earned an annualized yield of 3.71% during the month, according to the Oklahoma State Treasurer’s May investment report.

The Treasurer’s Office manages cash on behalf of state government, investing money that is not immediately needed for operations while emphasizing safety, liquidity and competitive returns. Investment earnings are used to support state agencies and programs, reducing the need for additional taxpayer dollars to finance government services.

The investment portfolio totaled $17.6 billion at the end of May, including $11.7 billion in state investments, $4.0 billion in OK Invest agency balances, $1.2 billion in the OCIA Legacy Fund, $584.0 million in American Rescue Plan investments and $124.1 million in the Maintenance and Protection Fund.

State Treasurer Todd Russ said the portfolio reflects a disciplined investment strategy designed to preserve public funds while generating competitive returns.

“The portfolio continues to reflect a disciplined investment approach designed to protect state funds while generating competitive returns,” Russ said. “Maintaining a balanced strategy allows us to navigate changing market conditions while supporting Oklahoma’s financial strength.”

The portfolio’s annualized yield increased from 3.67% in May 2025 to 3.71% this year. About 68.5% of the portfolio was invested in U.S. Treasury securities, with 18.4% in money market mutual funds and 11.0% in mortgage-backed securities. The remaining investments included state and foreign bonds, U.S. government agency securities and certificates of deposit.

The Treasurer’s Office reported financial markets remained resilient during May despite continued inflation concerns and uncertainty over future interest rate policy. The report noted stronger-than-expected economic data, including continued job growth and consumer spending, helped support investment returns during the month.
