Lowe wins full term; Clayton advances in Oklahoma County commission races

District 1 voters returned the incumbent, while November’s District 3 election will decide partisan control of the three-member commission.

OKLAHOMA CITY — Jason Lowe secured his first full term on the Oklahoma County Commission Tuesday, while Jessica Clayton won the Republican nomination for an open seat that will determine control of the board in November.

Lowe defeated Kayla Baker with 68.6% of the vote in the Democratic runoff for District 1. Clayton received 63.1% against Alex Warren in the District 3 Republican runoff, according to unofficial State Election Board returns.

Lowe wins first full term

Lowe’s victory settled the District 1 election because no Republican, Libertarian or independent candidate filed.

The former state representative joined the commission in April 2025 after winning a special election to complete the term of Carrie Blumert, who resigned the previous year. Tuesday’s result gives Lowe a full four-year term beginning in January.

The Oklahoma County jail and plans for a new detention center were prominent issues in the runoff. Lowe has pushed to dissolve the trust that operates the jail and has argued for greater county control over the facility.

Lowe narrowly missed avoiding a runoff in June, receiving 49.3% in a four-candidate primary. Baker finished second with 27.9%.

Clayton advances to November

Clayton defeated Warren for the Republican nomination in District 3, which includes Edmond, Deer Creek, Arcadia, Luther and portions of northeast Oklahoma City.

Clayton has served as Oklahoma County manager since March 2025 and previously was chief deputy to District 2 Commissioner Brian Maughan. She will face Democrat Jennifer Mayo, who won her party’s June primary with nearly 70% of the vote.

The District 3 seat opened when Republican Myles Davidson resigned in April following allegations of sexual misconduct.

Lowe is a Democrat and Maughan is a Republican, leaving the November contest to determine which party holds a majority on the three-member commission.

The results remain unofficial. County election boards may certify them after 5 p.m. Friday.
